Over the past few months, we on the Economic Resiliency Working Group have been meeting with representatives from the LA County CEO’s office to explore contracting and reimbursement policies and practices. Over 350 organizations signed a letter of support for these recommendations and we forwarded that document to the 5 County Supervisors. The CEO’s office has asked us to share the survey below with our nonprofit colleagues in an effort to get feedback on updating the process for dealing with the indirect cost rate. We know not all of your contracts with the county but would welcome your participation as we move forward.
As some of you may be aware, the County of Los Angeles has been exploring how to ensure non-profit organizations receive full reimbursement for the services they deliver on behalf of the County. The Office of Budget Management (OMB) Uniform Guidance regulations (Guidance) around indirect cost determination was promulgated in 2014 and provided a new option for local jurisdictions to consider in ensuring full reimbursement of cost. The OMB Guidance provided discretionary authority for a local jurisdiction to negotiate an indirect cost rate with entities they contract with when the funding is federally sourced. In 2019, the County undertook an exercise to better understand the implications of introducing an indirect cost determination process on both County departments and our non-profit partners. We would like your assistance in continuing to move this effort forward.
As the County determines whether to proceed with this effort, we are interested in hearing from community-based organizations that would be interested in obtaining an indirect cost rate by participating in an indirect cost determination process with the County.
